ADVERTISEMENT FOR BIDS

P.I.N. 6755.15 – Replacement of County Road 6 Bridge over Vanloon Creek

 Sealed bids for the furnishing of all labor and material necessary for Contract D035995, P.I.N. 6755.15 – Replacement of County Road 6 Bridge over Vanloon Creek will be received by the Schuyler County at 105 Ninth Street, Unit 6, Watkins Glen, New York 14891 until 10:00 a.m. local time December 1, 2021. The bids will be publicly opened and read aloud at 10:15 a.m.

            Bids will be received for the following Contract:

            Contract D035995, P.I.N. 6755.15 – Replacement of County Road 6 Bridge over Vanloon Creek

The project includes removing and replacing the existing bridge carrying CR 6 over Vanloon Creek.  The new structure will consist of a three-sided precast concrete superstructure with an asphalt wearing surface.  The substructure will consist of cast-in-place concrete footings and wingwalls, supported on driven steel H-piles. The new structure will be constructed behind the existing abutments, the entire existing substructures will be removed to allow for creation of a natural streambed.  The project includes approximately 400 linear feet of full depth approach roadway reconstruction to tie the new bridge into the existing roadway profile.  New bridge and approach guide railing will be installed within the project limits. A grade control structure will be installed downstream of the new bridge. Traffic will be maintained using an off-site detour during construction.

Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files for a nonrefundable fee of $49. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

            CASH DEPOSITS WILL NOT BE ACCEPTED.  ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER. 

Prevailing Wage Rates are necessary for this bid. The PRC Number will be in the bid package.

Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders.  No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the County prior to incorporation into the work of the Contract.

The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract(s). 

This project is subject to the provision of Chapter 605, Laws of the State of New York, Section 103-A of the General Municipal Law and subsequent amendments, and all Federal requirements. 

The Sponsor and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to a written Department solicitation, request for proposal or invitation for bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
